Every plan sits on a shared resource pool. When one workload needs cores and memory held for it alone, it belongs in a private Stack Server pool rather than a fourth managed plan.
If one application becomes significantly heavier than the rest, move that workload onto private Stack Server capacity while the quieter sites stay where they are.
That is the intended exit from a shared plan: the heavy thing gets its own reserved pool, and nothing else has to change.
